O'Neil had EXACTLY 130 abs last year. Does that make him a FA or only until he goes to 131?

I always had the idea that once the player hit 50ip or 130AB it’s free game to bid

The wording in the ruled is inconsistent. One section talks about being below the 130 threshold, others talk about exceeding it. Confusing.

Talked to Kris. O'Neil is free agent.

He is available. My question is, can he still be placed on the NA list at 130 abs? As Gordon said the wording is a bit confusing.

Can't be on NA list. If he could, then Cards would still own him.
