Another memory refresh - what are the implications of placing a non-MLB franchised owned player into what I call "restricted free agency" - that is a player who has less than 130ABS/50 IP's off the NA and into the free agent pool - to free up an NA spot on the roster spot.
Specifically: if the Padres would place Forest Whitley - SP - Houston who is currently in the minors with the MLB Houston Astros and on the Padres NA listing - would the Padres continue to own or have rights to the player should Houston call-up Whitley to the major league team.
My recollection is that if Houston called-up Whitley, even though listed in the Yahoo free agent pool, the Padres would retain his rights until he achieved the 130/50 threshold level (50 IP's in his case).

That is only for your own team's players. You would want to drop a Padre minor leaguer to retain his rights. If you dropped Whitley, he would then become Astros property.
