I appreciated Gordon’s response to my question about the rights retention of NA players if placed on what I call “restricted waivers” - namely rights are retained if the player is a member of the MLB club.
I would suggest, given the special need for roster flexibility given the COVID-19 2039 season, that the protection rule extend to non-MLB NA owned players as well. Thus, if a NA player is not a member of the Padres’ organization, the Cobra Padres be enabled to move a over 130/50 MLB player to a NA spot, and move a NA player who is not a Padres to “Yahoo Protected Free Agency,”.
This suggestion is based upon Covid-19 slicing its way through MLB - significantly impacting Cobra teams. Current Cobra rules changes certainly help - yet may be insufficient. In Ofer words, teams need many players to compete at a marginal level as the season continues,

This was already a rule we put into place. Any player can be put na this season.

I don't think your original question was really a question on who was eligible for the N/A list. Your original question was about minors players and where they go when not on N/A (as in if you send a prospect off the n/a list who isn't on your team do they go to the parent club).
Now you're posting a suggestion about minors limits and Covid, which I believe is a slightly different but related topic.
In any case, the minors list (the n/a) rule is relaxed this year. There is no 130/50IP for this season only.

To be clear, any player can be put on the NA list up to 15 players. After that, any additional player would require the removal of someone already on the list, which is when the rule about losing players not on your team comes into effect. You can, by rule, take them off your Yahoo roster and put them into the Yahoo site free agent pool, and you would still own them.

To clarify - any NA player under the 130/50 limits can be put in the Yahoo Free Agent pool with their rights retained and another player put in their place on the NA list - even if they are not on the parent club? Example: Padres can place Whitley - TB in the Yahoo Free Agent pool from the Padres NA list with another player inserted in his place.

No. That is incorrect. Whiteley would have to go on your n/a list. He doesn't belong to your franchise. If you put him in free agency he'd go back to the Astros.

That's what I thought - and that was the basis of the suggestion. For 2020 only - permit the non-franchised owned NA player to go to the Yahoo Free Agent pool with ownership rights retained. Would provide the potential for additional roster spots given the Covid 19 inevitability.

If I'm understanding this correctly, as long as Whitley remains on your spreadsheet NA list, you can drop him from your Yahoo roster. Although with "forearm tightness", he may be headed to IL, where you could put him safely and open up a NA slot, at least until he comes off IL.

Lol - what aI want to do is send Whitley to Yahoo waivers with protected status, and replace him with a non-NA player in preparation for a Covid onslaught.

With the virus now starting to have an impact on the MLB, the BOD might continue to examine additional 2020 rules changes. A quick count of Hack’s roster indicated 12 players impacted by COVID-19 or game cancellations. Suggestions might include:
1. Cut IP’s per week to 20. This might provide teams a strategic choice of which pitchers to use rather than requiring them to either miss IP requirements or pitch poor quality pitchers;
2. Enable teams to place any NA player on Yahoo waivers without penalty of loosing the player;
3. Expand rosters an additional 2/3 players - perhaps reserving these spots for NA qualifying players - especially pitcher adds;
4. Eliminate the CG measure - only seems to have meaning to 7 inning games;
5. Be ready to expand the IR list or perhaps combine the 10 and 60 day IR’s to handle the number of ill and injured players
6. For teams that will need to be more free agent bid active on 2020, Grant them financial relief in 2021 - perhaps as much as $10 million or so - enabling them future payroll flexibility rather than constraining the team for 3 years.
I offer these suggestions as one of 20 GM’s attempting to survive and be competitive in 2020, with a perspective going back to 2010 my first year in the league - I think - lol,

FYI we cannot eliminate the CG. Yahoo prohibits changes of stats during season.
