As a returning GM, I am frequently at a loss about rules , rules changes, and processes that have an impact on my team. For example, which players are/are not eligible for the Rule 5 Draft - on or on go the Yahoo list etc. More detailed rule explanations are requested so that new and returning GMs understand how they apply. Thanks much!

This is #5 on the 2021 rule changes:
At the conclusion of the rookie draft (hopefully done by January 31st), you need to set your active 26 man roster and designate your 14 protected players on your N/A. The remaining six (they can be prospects or any active MLB player) will be placed into a two round OPTIONAL rule 5 draft. If you select a player, you MUST keep him on your active roster all year. If you release him, he will revert back to the original owner. The original owner may decline the players services.

Put differently, anyone who is on the 40 man active roster (26 roster + 14 NA) can not be drafted.
Any player not protected by the parent (designated by the club and has to be a non rookie, so more than 130 abs and more than 3 years of service time per Cots).the teams are supposed to designate who is eligible so the people who do the roster can create a separate list.

I want to clarify a bit more on point 5. When I say "set" your active 26 man roster and designate 14 protected players it is just for the rule 5 draft. Once the draft is over, your undrafted players will be returned. You will be permitted to carry MORE than then 26 active + 20 N/A, while also being under the salary floor or above the salary cap, until opening day.
